Kashmir was a condition of British India. In 1947 it acceded to India as the desire of an independent nation collapsed with the invasion of the valley by Pakistan backed militants. Subsequently following the failure of Pakistan to annex the valley even following two wars, the leadership in Pakistan decided to start a militant wrestle towards the Indian military.
